Impact Fees

Impact fees are a one-time charge assessed by the City against new or expanded development to pay for new or expanded public capital facilities. The fees must be used to directly address the increased demand for park, school, and transportation services created by that development.

Impact fees must be paid in full before a building permit can be issued.

Impact Fee Deferral for Single-Family Residential Projects

An applicant for a building permit for a single-family detached or attached residence may request a deferral of the full impact fee payment until final inspection or 18 months from the date of original building permit issuance, whichever occurs first. There is a $350 fee per impact fee deferred. 

Submit your request in writing to the Permit Center by emailing us at [email protected], with the following information:

  • Permit number
  • Site address and tax parcel number
  • Which fees you are requesting a deferral for (park, school, or traffic)
Park Impact Fees

Single-Family and Multi-Family Dwelling Units

Park impact fees are calculated based upon the number of residential units. The current fee is $5,490.60 per residential unit.

Accessory Dwelling Units

The park impact fee for an ADU is $2,745.30 per ADU.

School Impact Fees

A copy of the receipt showing payment of school impact fees to the appropriate school district must be provided to the Permit Center before the building permit can be issued.

Single-Family Dwelling Unit

  • Sumner-Bonney Lake School District: $4,595.00 per single-family residence
  • White River School District: $4,595.00 per single-family residence

Accessory Dwelling Unit

  • Sumner-Bonney Lake School District: $2,297.50 per ADU
  • White River School District: $2,297.50 per ADU

Multi-Family Dwelling Units 

  • Sumner-Bonney Lake School District: $2,435.00 per unit
  • White River School District: $2,435.00 per unit 
Traffic/Transportation Impact Fee

Single-Family Dwelling Unit

The current Traffic Impact Fee is $3,755.00 per single-family dwelling unit.

System Development Charges (SDCs)

System Development Charges (SDCs) are a one-time charge assessed by the City against new or expanded development to pay for new or expanded water, sewer, and stormwater utility facilities. The fees are used to offset new or increased demand to the City's utilities created by the development. 

SDCs must be paid in full before a building permit can be issued.

Sewer System Development Charges

Single-Family Dwelling Units

The current sewer system development charge is $11,927.00 per single-family residence.

Accessory Dwelling Units

The SDC for an Accessory Dwelling Unit (ADU) is $9,183.79 per ADU. If there is only one ADU, this fee may be deferred consistent with Bonney Lake Municipal Code (BLMC) 13.12.100.E.

Commercial, Industrial, or Other Projects

For commercial projects, the Sewer Development Charges will be calculated by using the Schedule “A” the Non-Residential Sewer Equivalents Table (.pdf)

Multi-Family Dwelling Units

The SDC for multi-family residential buildings with more than two (2) units shall be as follows: 

  • A 3 bedroom unit has a Sewer SDC fee of $9,542.00 per unit (80% of one single-family residence)
  • A 2 bedroom unit has a Sewer SDC fee of $8,349.00 per unit (70% of one single-family residence)
  • A 1 bedroom unit has a Sewer SDC fee of $7,156.00 per unit (60% of one single-family residence)
  • A studio unit has a Sewer SDC fee of $5,964.00 per unit (50% of one single-family residence)
Stormwater System Development Charges

Single-Family Dwelling Units, Multi-Family Dwelling Units, Commercial, Industrial, and Other Projects

The stormwater system development charge is currently $1,665.00 per ESU. One ESU is deemed to be equal to 2,600 square feet of impervious surface area. Storm system development charges are payable at the time of building permitting.

Accessory Dwelling Units

The SDC for an Accessory Dwelling Unit (ADU) is $1,282.05 per ADU.

Water System Development Charges

Single-Family Dwelling Units

The current Water System Development Charge for a single family residence is $5,766.00.

Accessory Dwelling Units

The SDC for an Accessory Dwelling Unit (ADU) is $4,439.82 per ADU. If there is only one ADU, this fee may be deferred consistent with Bonney Lake Municipal Code (BLMC) 13.04.070.D.2.c.i.B.

Commercial, Industrial, and Other Projects

The commercial building water system development charge (SDC) is calculated on the size of the meter necessary for the building.

  • The Water SDC for a 5/8” meter is $7,749.00
  • The Water SDC for a 1” meter is $14,416.00

For meters larger than a 1” meter the SDC will be determined on each individual case based on the projected amount of usage and peaking expected from the customer. These charges shall reflect residential equivalence (RE) values used for individual residential customers.

Multi-Family Dwelling Units

In multi-family developments each unit shall be charge 77% of the current system development charge (SDC) for water meters up to 2 inches. The current fee is $4,439.82 per unit.

For a meter larger than 2 inches, the SDC shall be determined for each project based on the projected amount of water usage and peaking expected from the customer. These charges shall reflect residential equivalence (RE) values used by individual residential customers.

There shall be only one water meter installed for each building housing multiple residential units. 

Water Meter Fees and General Water Requirements

Water Meter Set Fees

Current fee for meter set for a 1” is $398.00.

The meter set for a 1-1/2”, 2”, 3”, 4”, 6” is calculated on actual time and materials, plus indirect costs.

Each new connection to the water system shall pay as part of their connection charges their equitable share of the cost of the system according to the following schedule.

Irrigation

Current Irrigation Fees are:

  • The irrigation SDC fee for a 5/8” meter is $4,444.00
  • The irrigation SDC fee for a 1” meter is $11,110.00

1 ½” or larger to be determined on each individual case, based on the projected amount of usage and peaking expected from the customer.

These charges shall reflect residential equivalence (RE) values used for individual residential customers.

General Water Requirements

For meters larger than a 1” meter, the SDC will be determined on each case based on the projected amount of usage and peaking expected from the customer. These charges shall reflect residential equivalence (RE) values used for individual residential customers.

The owner of the premises to which the water service is attached shall be responsible for the payment of all connections, shutoffs, turn on, service charges and liens. Monthly availability fees begin as soon as the water meter is installed.

Property owners are responsible for all leaks or damage due to leaks from privately installed and owned water lines. The property owner shall install and maintain at his own expense all water service from the water meter to the place of use.
